Michael J. Rigas is from Boston, Massachusetts, and has been Nominated as Deputy Secretary of State for Management and Resources. While at AFPI he served as the Vice Chair of the America First Transition Project at AFPI. He spent more than a decade in the private sector in banking before serving in the public sector. He recently served as the Acting Director of the Office of Personnel Management (OPM) and Acting Deputy Director for Management at the Office of Management and Budget (OMB) in the Trump Administration. At OMB, he served as the Chief Management Officer of the federal government and helped federal agencies respond in a coordinated manner to the COVID-19 pandemic. At OPM, he oversaw the successful effort to eliminate the federal government’s background investigation backlog of more than half a million investigations and the transferring the National Background Investigation Bureau from OPM to the Department of Defense, 2 years ahead of schedule established by Congress. Rigas also served as the chair of the federal government’s Agency Transition Directors Council. Rigas holds an M.A. in public administration from Harvard University’s John F. Kennedy School of Government and a B.A. and M.A. in economics from Boston University.
