AFPI’s Center for Election Integrity Congratulates Wisconsin on Passing a Constitutional Amendment Requiring Photo ID to Vote
Washington, D.C. – Today, the America First Policy Institute (AFPI) released the following statement from Ken Blackwell, Chair of the Center for Election Integrity (CEI) regarding Wisconsin’s overwhelming passage of a constitutional amendment requiring photo ID to vote.
“The people of Wisconsin have spoken loud and clear. Last night’s results reflect a tremendous desire from an overwhelming majority of voters to permanently protect freedom, fairness, and transparency in our electoral systems. No legally cast vote should ever be negated by an illegal one. In an election that has garnered hundreds of thousands of votes in a state with already existing photo identification laws in statute, these results further confirm that strong photo identification requirements work to encourage, rather than hinder, healthy and robust voter participation.
CEI has been on the frontlines of making it easy to vote, but hard to cheat. We are proud to have assisted key stakeholders nationally in this pivotal victory and look forward to further pursuing meaningful election reform that gives people real reason to have trust in their elections again,” said Mr. Blackwell.
As early as legislative sessions in 2022, CEI was involved with educating state legislators on the necessity of photo ID. Senate Joint Resolution 73 passed both chambers in the 2023 - 2024 session. CEI also hosted multiple grassroots seminar events with photo ID issue training, as early as October 2022, to educate and engage Wisconsin residents on the policy. Several cosponsoring partner organizations participated in these coalition seminars. CEI also completed over 25 radio hits in Wisconsin from 2022-2024, reaching audiences all over the state, including Green Bay, Madison, Milwaukee, and Wausau. In January 2025, Senate Joint Resolution 2 passed both WI chambers again with CEI educational awareness calls to state legislators in the 2025 and 2026 legislative session. CEI then participated in more radio hits leading up to the election.
“As Chair of the Center for Election Integrity at AFPI, I congratulate the Wisconsin legislature and voters throughout the Badger State for taking this monumental step toward better ensuring honest and secure elections for years to come.”
