Kaitlin serves as the Senior Policy Analyst at AFPI's Center for Law & Justice. Prior to joining AFPI, she served as the Deputy Director on the Nolan Center for Justice team at the American Conservative Union Foundation. It was there that she found her passion for criminal justice issues. Kaitlin effectively wrote & passed model policy through the American Legislative Exchange Council that recognized and addressed the exceptional vulnerabilities of incarcerated women; 'Dignity for Incarcerated Women'. Every state legislature which did not already have legislation that addressed these unique needs for women, were sent this model policy and encouraged to follow suit. Since then, more than 20 states have passed the same kind of legislation encouraged through Owens' leadership.
Kaitlin was also heavily involved in the passage of the First Step Act, signed by President Trump. This effort was largely led by Jared Kushner, Brooke Rollins, and incredible coalition partners to ensure the passage of this important piece of legislation. In her free time, Kaitlin enjoys hiking, discussing any and all true crime related events, and spending time with her cats, McNamara & Raegan.
